City West Offices | Canberra

Client
Walker Corporation Pty Ltd is a developer of master-planned residential communities, retail, commercial and industrial developments. The company specialise in project management, finance, joint venture and development structures, infrastructure construction and project marketing.

Project Brief
A new $280 million Canberra Headquarters for the Federal Government Department of Education, Employment and Workplace Relations (DEEWR), the building houses 40,000m2 NLA of commercial space and was completed in May 2010. Phoenix was engaged to act as Independent Commissioning Agent (ICA) on behalf of Walker Corporation, responsible for all building services on the project.

Challenges
The Walker Corporation had very strict targets and benchmarks to be achieved for DEEWR at the City West project. Walker wanted to deliver a world class office facility that would not only exceed DEEWR requirements but could also be presented as a World Leader in sustainability. The property needed to be a front runner within the Green Building Council of Australia's Green Star scheme and the NABERS energy initiative.
To see this vision become a reality, a complex system was needed where all building services interfaced proactively. At the core of this was a tri-generation plant designed to deliver up to 70% of the building's electrical demand.

Solution
The key to success for the City West project was due to Phoenix being engaged early in the project at design phase and the proactive, close relationship that resulted. This meant that Walker could be confident in the knowledge that the building services would met the design brief and go successfully from schematic design to working reality.
Through detailed continuous commissioning and interface meetings, drawing reviews and engineering checks with all consultants and sub-contractors, Phoenix ensured all parties were aware of their responsibilities in delivering the building as required. It was this extensive effort that led to the straight forward testing and verification of all components during the project completion.
The tri-generation system was especially tested extensively to ensure client expectations for such were met and that all involved in the project had every confidence in the system meeting its goals.

The City West project is a clear example of what value an ICA can add, particularly when engaged early in the project timeline.

Macquarie Bank One Shelley St | Sydney

Client
Buildcorp Interiors has delivered fit-out and refurbishment solutions for the commercial, retail and hospitality sectors since 1996. Having completed over 300 projects, Buildcorp Interiors' expertise is in complex projects within occupied premises, where business must continue and 24/7 access for tenants is maintained.

Project Brief
The project consisted of a seven floor 18,000m2 fit-out for the Macquarie Group Ltd within 1 Shelley Street, Sydney. The building has become one of the most iconic contemporary commercial buildings in the city and it was vital that the fit-out uphold and increase that reputation and image. The office fit-out is unique due to the Activity Based Working (ABW) space layout. The entire project was completed in July 2009.
Phoenix was engaged by Buildcorp in the role of Independent Commissioning Agent (ICA) for the project.

Challenges
Tenant Macquarie Bank placed extremely demanding and exact prerequisites on the fit-out that had to be met with no comprise. Further to this the project was built to a fixed deadline, with no programme changes even when the scope was increased, as there was no flexibility on the client's scheduled move in date.
Due to the building facade being mainly glass, it was critical that building services met the necessary design conditions and ensured occupants would not be uncomfortable.
Cooling for the building was primary provided through chilled beams which are only effective when correctly commissioned.

Solution
Phoenix was requested to become part of the project team early in building construction phase. By being appointed early in the project timeline it allowed for strategies and commissioning benchmarks to be established early.
As a result all sub-contractors were fully aware of their responsibilities from a commissioning perspective throughout construction. It also allowed for any defects or unacceptable work to be rectified in a timely fashion and be eliminated in later stages.
By implementing a comprehensive commissioning plan, Phoenix was able to complete thorough and extensive testing of the building services in a much shorter time than predicted, with no compromise on quality.

The Macquarie Bank fit-out has gained attention for so many reasons.
